Energy performance certificates (EPC’s) come into force on 1st August 2007 (in England and Wales) as part of the phased roll out of the home information pack (HIP).
EPC’s are required to meet the European Energy Performance of Buildings Directive (EPBD). Not all buildings will require an EPC at first. Dwellings with four or more bedrooms will require an EPC from 1st August 2007. Smaller properties will be phased in as the number of accredited energy assessors increases. All buildings must have EPC requirements in place by 1st January 2009 and this is an absolute deadline, dictated by the EPBD.
WHAT HAPPENS WHEN I PUT MY HOUSE ON THE MARKET?
When you give instructions to your estate agent to sell your property they will then contact a domestic energy assessor to undertake an on site survey of your property.
Here at Crank Peach and Company we are fortunate to have our own team of energy assessors “in house”. This reduces the risk of a long delay in the production of an EPC and subsequent delay in the marketing of your property, which may occur if we were to use an online HIP provider.
Our domestic energy assessor (DEA) will be in contact with you to confirm a date and time for the on site survey.
Crank Peach and Company will only use local solicitors to compile your Home Information Pack (HIP) This way we can easily keep track of the progress of your HIP, rather than going through the informality of an online help desk.
THE ENERGY ASSESSMENT
The energy assessment on your property will take approximately one hour to complete. The assessor will need full access to the exterior of the property, and all rooms including conservatories and loft spaces inside the property. Please note that all our domestic energy assessors have had a recent police CRB check completed on them. This is available for all clients to view should they so request.
The DEA will take photographs and notes on the basic construction of the property, the main and secondary heating systems, and the lighting system (interior only). Notes will also be taken on the insulation of the property.
If cavity wall insulation has been installed you may be asked to produce invoices or guarantees for this work. If you have had double glazing installed after 2002 you may also be asked to produce a FENSA certificate. Your HIP provider may also require these documents
UNDERSTANDING THE ENERGY PERFORMANCE CERTIFICATE
When the assessor has completed the on site survey he will return to the office, complete the necessary calculations and enter this data into the EPC software. This software uses RDSAP (Reduced Data Standard Assessment Procedure) methodology. This is the survey system that has been created especially for the Energy Performance of Buildings Directive.
Once all the relevant data has been input into the system the EPC will be generated. The front page will be comprised of two charts. The left hand chart shows the current and potential energy efficiency rating for the property. The right hand chart shows the current and potential environmental impact rating (CO2).

The ratings are expressed on a scale of 1 to100. The higher the energy efficiency rating the more energy efficient the home. The higher the environmental impact rating the less impact the home has on the environment
There is a list of recommended measures to improve the homes performance ratings. If these recommendations were followed the property would achieve the potential ratings shown on the Charts. It must be stressed that the homeowner is under no legal obligation to act on these recommendations. If however these were followed this would make significant savings on gas and electricity to the homeowner.
Please note that a domestic energy assessor is not allowed to recommend any tradesmen who may carry out work related to the energy performance of the property.
The next page shows a table of estimated energy use, carbon dioxide emissions and fuel costs of the property. These costs are based on standardised assumptions about occupancy, heating patterns and geographical locations. These costs are updated periodically but due to the fact that fuel prices can increase over a short period of time these may be slightly underestimated.
A summary of the homes energy performance features is displayed on the following page. Each element is assessed against the following scale Very poor/ Poor/Average/good/Very good
Finally there is a Data Input Summary sheet. This shows all the information that the energy assessor has input into the software to produce the energy performance certificate. All the information is double checked by the DEA before the report is finalized and lodged on the central register.
